Council Meeting Minutes
Monday, August 13, 2012. Council Chambers, 7:00 pm.
Call to Order
Mayor Bryan Hough called the meeting to order at 7:00 pm. The following were present:

Bruce Bradley from Second Baptist Church in Mount Holly gave the invocation.
Pledge of Allegiance
Boy Scout Troop 59 of the First United Methodist Church in Mount Holly led attendees in the Pledge of Allegiance.
Mayor Hough asked for any changes to the agenda. With no changes to the agenda, Councilman Gowen made a motion to approve the agenda as presented. Mayor Pro Tem Moore seconded the motion. All Council Members voted in favor. (Motion carried)
- Approval of a Mount Hollydays Annual Downtown Christmas Event
- Approval of Back to School Block Party
- Approval of Surplus Property Effective September 1, 2012
- Call for a public hearing regarding an application to rezone Broomer's Car Wash, located at 706 South Main Street, Tax Parcel #124488, from B-2 Neighborhood Business to B-3 General Business.
- Approval of Demolition Ordinance for 327 River Street
- Approval of Liens for Grass and Weeds
- Approval of the minutes for the June 11, 2012 Council meeting
- Approval of the minutes for the June 25, 2012 Council Work Session Meeting
- Approval of the minutes for the July 23, 2012 Council Work Session Meeting
Councilman Toomey made a motion to approve the consent agenda. Councilwoman Breyare seconded the motion. All Council Members present voted in favor. (Motion carried) fantasy
- Introduction of New Employees
Every so often, Department Heads come before the City Council to introduce new employees in their departments. Tonight there were introduction of employees from Police, Streets and Utilities Departments.
- Presentation of Intermediate Certificate to Officer Darryl Barnes
Chief David Belk recognized Officer Barnes for achieving his Intermediate Certificate in the short 4 years that he has been employed with the City
- Presentation of Advanced Certificate to Sergeant David Sisk
Chief David Belk recognized Sergeant David Sisk for achieving the status of Advanced Certificate, the highest level certificate that the state has to offer law enforcement officers.
- Presentation of Advanced Certificate to Officer Jonathan Moore
Chief David Belk recognized Officer Jonathan Moore for achieving the status of Advanced Certificate for a K9 officer.
- Presentation to Chief David Belk upon his Retirement
Mayor Hough recognized Chief David Belk for his retirement as Chief of Police from the City of Mount Holly. He advised that the City will be losing a very valuable asset to the City that has been a leader in our community and very involved with the youth. Mayor Hough presented Chief Belk with his gun and badge and a plaque to show appreciation for his time spent with the City. Chief Belk thanked the Mayor and Council for their support through the years. He spoke to his time with the City and his career in law enforcement.
- Presentation of proceeds from Kickball Tournament to CRO
Joey Matz is a rising 5th grader at Ida Rankin Elementary. He came up with the idea to host the first kickball for hunger to benefit the CRO. There were approximately 120 people playing kickback and collected over 300 pounds of food. Joey presented the CRO with a check and invited everyone to the Picnic for Hunger on September 11th at the Chickfila in Belmont.
Public Hearing for the approval of a budget amendment request to the North Carolina Department of Commerce, Division of Community Investment for the City's 2009 Community Development Block Grant (CDBG) River Street Park Area Community Revitalization Program, (Grant #09-C-2069)
At this time, Mayor Pro Tem Moore made a motion to enter into the public hearing. Councilman Gowen seconded the motion. All council members present voted in favor. (Motion carried)
Michael Walser with Hobbs and Upchurch came before Council to request approval of a budget amendment for $140000 of over budget funds. Mr. Walser explained that there isfunds to cover the overage within the grant funds.
With no one signed up to speak, Councilman Toomey made a motion to return to regular session. Councilwoman Breyare seconded the motion. All Council Members present voted in favor. (Motion carried)
Mayor Pro Tem Moore made a motion to approve the CDBG budget amendment. Councilman Hope seconded the motion. All Council Members present voted in favor. (Motion carried)
Public Comment – Three (3) Minute Limit

Ms. Foster came before the Council representing the TDA to request that the Farmers Market banners be replaced with Iam Mount Holly banners when it is time for them to come down.
- Consideration and approval of Master Sign Plan (Wayfinding Signs) as approved by NCDOT
Councilman Gowen made a motion to approve the Master Sign Plan as approved by NCDOT. Councilman Hope seconded the motion. All Council Members present voted in favor. (Motion carried)
At this time, Mayor Pro Tem Moore made a motion to approve 15 signs with the installation in the amount of $40830. Councilman Bishop seconded the motion. All Council Members voted in favor. (Motion carried) A budget amendment will be included as part of the Consent Agenda at the next Council Meeting.
- Consideration and Approval of Riverfront Sidewalk Permit
Councilman Gowen made a motion to approve the Riverfront Sidewalk Permit. Mayor Pro Tem Moore seconded the motion. All Council Members present voted in favor. (Motion carried)
Mayor Pro Tem Moore reported that he attended the Recreation Conference in Greensboro.
Councilman Gowen commented on what a good job the Downtown Merchants are doing each month with the Cruise In.
Councilman Toomey asked the status of the paving project. Mr. Santmire responded that the bid opening is scheduled for 2 p.m. tomorrow.
Councilwoman Breyare commended the Recreation Department on the success of Zumba classes.
Councilman Toomey reminded everyone about the Sports Hall of Fame Banquet coming up this Saturday night.
Mr. Jackson reported in the arrival of his new grandson, Mason Levi.
With no additional items for discussion, Mayor Hough entertained a motion to adjourn. Councilman Bishop made the motion to adjourn the August 13, 2012 Council Meeting. Mayor Pro Tem Moore seconded the motion. All Council members present voted in favor. (Motion carried)
