Welcome to the Planning Division of the Planning and Development Department.

Planning is a multifaceted part of city government that involves the processes of developing public policy and plans that forecast future growth in an area and insure that Mount Holly is prepared for said growth.  The Planning Division integrates land use planning with varying areas of interest in order to improve the built, economic, and social environment within the City of Mount Holly; such areas include environmental, transportation, sustainable development and current and long range planning.  Staff is always interested in discussing innovative ideas and developing well-thought-out strategies, which serve to better enhance Mount Holly.

The Planning Division promotes, coordinates and enforces land use activities in accordance with the Land Use Plan. The Plan, adopted in December 2001, protects, maintains and helps to develop an attractive, safe and healthy environment.  In 2008, the City adopted the 5-Phase, Strategic Vision Plan, which helped to update and strengthen the City's land use guidelines.  Staff also relies on the Zoning Ordinance, where Design Guidelines for New Residential and Commercial Construction are found.

Planning Commission & Zoning Board of Adjustment (BOA)

The Planning Commission is an advisory body made up of nine (9) members appointed by the Mount Holly City Council. Eight of the nine members reside in the city, and one member represents the Extra-Territorial Jurisdiction (ETJ). The Commission reviews and makes recommendations to the City Council on amendments to the Zoning Ordinance, Conditional Use Permits, major development plans, rezoning requests, conditional zoning requests, Comprehensive Plan amendments, and small area plans.

Staff provides administrative support to the Zoning Board of Adjustment, which hears Zoning Appeal cases, Variances, and provides final interpretations of the City's Zoning Ordinance. The Board of Adjustment also resides over Special-Use Permit applications, involving quasi-judicial, public-hearing process. Members of the Zoning Board of Adjustment also serve on the Planning Commission.

The Planning Commission and Zoning Board of Adjustment meet each month on the first Monday of the month at 6:30 PM in the Council Chambers of the Municipal Complex at 400 E. Central Avenue.
